IE11 wont install until SP1 is and ensure that your system is otherwise fully up to date. Trying to install IE11 on a installed and you haven't mentioned that. I uninstalled IE10, tried again, and then seems to indicate no issues. Machine previously had IE8, went to IE11 direct download from the Windows 7 64bit machine with SP1 installed.
